The New Minimums Under HOME
- 2,500 sqft lot: Up to 3 units allowed (main house + 2 ADUs)
- 1,800 sqft lot: A single-family home is now permitted (HOME Phase 2 small lot amnesty)
Before the HOME Initiative, most lots needed to be 5,750 sqft or more to have an ADU. That minimum has been slashed to 2,500 sqft — opening up thousands of properties in older Austin neighborhoods.
The Real Constraint: Building Coverage
On small lots, the unit limit (3) is rarely the issue. The real constraint is building coverage — you can only cover 40% of your lot with structures. Let's see what that means in practice:

- Replace concrete driveways with permeable pavers (these don't count as impervious)
- Remove unused sidewalks or patios
- Use a green roof on the ADU (some configurations reduce impervious cover calculations)

Go Up, Not Out
The HOME Initiative allows ADUs up to 2 stories (35 feet). On a tight lot, a two-story ADU with a 300 sqft footprint gives you 600 sqft of living space while using minimal lot coverage.
Attached ADUs
An ADU attached to your main house (like a side addition with a separate entrance) shares a wall, reducing the total footprint compared to two separate structures.
Garage Conversion
If you have an existing garage, converting it uses zero additional building coverage. This is often the best option on lots under 4,000 sqft.
Internal Conversion
Splitting a large house into two units (main + internal ADU) requires no additional coverage at all. This works well for older Austin homes with separate entrances or walkout basements.
